PROFESSIONAL PAYROLL AND HRIS SERVICES

The SHA is seeking responses to a Request for Proposal (RFP) from suppliers with the ability to provide Professional Payroll and HRIS Services. SHA processes payroll biweekly for approximately one hundred fifty (150) employees of which all are considered full time benefit eligible. SHA desires a comprehensive and integrated Payroll/HRIS solution to manage all aspects of the payroll and human resources functions with a minimal need for duplicate data entry. SHA asks that respondents price the HRIS system separately in case procuring both is cost prohibitive. Please do respond to the RFP even if your firm does not offer a HRIS system.

MASTER DEVELOPER FOR EAST ADAMS STREET NEIGHBORHOOD

The SHA is seeking responses to a Request for Proposal (RFP) from suppliers with the ability to provide Master Developer Services for the East Adams Street Neighborhood Project. Suppliers must have resources to deliver all service features detailed in the RFP. Proposal responses will be reviewed and ranked according to the parameters detailed in the RFP.

The East Adams Street Neighborhood of Syracuse is a neighborhood with tremendous potential. For the past several decades, however, the neighborhood has not been a place that supported, encouraged and equipped the individuals, families and children who live there to realize their potential. The residents of the East Adams Street neighborhood are important to the City of Syracuse. The vitality of the neighborhood is a critical component of the future health of the City.

The SHA and Blueprint 15, in partnership with neighborhood residents and stakeholders, are undertaking a bold vision to break the cycle of intergenerational poverty in the East Adams Street neighborhood. Together, the partners are working to create an environment where individuals and families (especially children) thrive and have genuine hope for successful futures and expectations that they will make important contributions to the world around them. New, high quality, mixed-income housing is a key component of that transformation plan.

SHA is requesting proposals from experienced Master Developers who can prove through their submittal that they possess the necessary qualifications to implement a comprehensive redevelopment of the East Adams Neighborhood in Syracuse, New York. The neighborhood is approximately 118 square acres on 27 square blocks. The SHA controls the majority of the property in the plan area, and other non-profit and educational institutions control much of the balance. The current property has 1060 units of public housing, 11 single family homes of LIHTC housing, and scattered privately owned single family homes or rental units. The successful respondent must demonstrate the ability and experience to implement a comprehensive mixed-finance and mixed-income and potentially mixed-use redevelopment plan for this neighborhood and the surrounding neighborhoods.

AMP 75 Entry and Storm Door Replacement, Syracuse NY

The Syracuse Housing Authority, Syracuse, New York, will receive bids for the replacement of entry doors and storm doors in our NY1-12 Benderson Heights and NY1-16 Scattered Sites developments. Work of the project will be performed through a single prime General Construction contract.

Bids will be received until 10:00 AM local time, Tuesday, November 13, 2018, at the office of the Owner, 516 Burt Street, Syracuse, NY 13202. Bids received after this time will not be accepted.

All bids must be submitted in sealed envelopes bearing on the outside the legend "Bid Documents", the name of the bidder, bidder's street and mailing address, bidder's phone number, the name of the project, and the date and time of the opening. If forwarded by mail, the sealed envelope containing the proposal and marked as above, must be enclosed in another envelope addressed to Mr. Marty Brunet, Facilities Manager, preferably by registered mail, and received on or before the stated time.

The Owner’s offices, Syracuse Builders Exchange, Dodge Data & Analytical, and the
Southside Innovation Center

Copies of the plans and specifications may be obtained at the offices of the Owner, in accordance with the "Supplementary Instructions to Bidders", upon request with a refundable deposit of $40.00. Digital copy of bid documents may be obtained by emailing: Modernization@syrhousing.org.

All bids must be accompanied by a completed “Representations, Certifications, and Other Statements of Bidders”. Attention is called to the provisions for Equal Employment Opportunity, Minority and Women’s Business Opportunities, and resident employment (Section 3) requirements, and Bidders shall complete and submit a MWBE Plan and a Section 3 Plan with their bid. The minimum salaries and wages applicable to this project are set forth in the specifications.

A pre-bid meeting is scheduled for Thursday, November 1, 2018 at 2:00 PM, at the SHA main offices: 516 Burt Street, Syracuse, NY 13202. A site tour will follow.

The Owner reserves the right to waive any informality in or to reject any and all bids. No bidder may withdraw his proposal for a period of forty-five (45) days after the actual date of the bid opening.
